Silly but haunting question!!!

Alright so I bake cookies all the time and I wanna start baking muffins, you know those cute little itty bitty ones that are the one-chompers kind. Well what is the difference between cookies and muffins.. besides maybe the only dairy in your base cookie recipes are eggs, and in muffins, milk, veggie oil and baking powder instead of soda...and couldn't you just substitute more veggie oil for milk if you wanted less dairy?? But will the muffins be cake like and not rock solid?? Please someone answer! I'm on my way to go thrifting for some tiny muffin pans and I really wanna bake em today but I need help!!! Thanks soo much!
